The Clerk and all Councillors have full access to HALC's services, advice and training.
Membership is open to all local councils and parish meetings on payment of a small annual subscription. This subscription covers membership of both HALC and NALC.
HALC is affiliated to the National Association of Local Councils (NALC) which represents about 10,000 town and parish councils in England and Wales.
HALC, along with NALC, promotes the role of local councils as representatives of local democracy and aims to protect the rights of its member councils. We speak for local councils on matters affecting them in relation to Herefordshire Council's decision-making, and consultations and planning made by central government.
