HALC was established on 1st April 2000. HALC has an Executive Committee which is responsible for the overall direction of the Association. The Executive Committee is elected from councillors nominated by member councils in each Area (see below) and from each Market Town currently in membership. HALC's Chief Executive is Lynda Wilcox. Lynda is responsible for the day-to-day running of the HALC office and the dissemination of information to member councils. Lynda will answer all members queries, requests for information and co-ordinate training.
Travel initially featured heavily in Lynda's working life, which commenced with the International Biological Programme in London, and Sunflight Holidays in Birmingham. A move to Surrey whetted her interest in Local Government, where she worked with the Chief Executive of Epsom & Ewell Borough Council. Whilst raising two children, Lynda took on her first Clerkship, over 20 years ago, culminating in 7 Clerkships during the 1990s. During the 1980s, she became the Herefordshire and Worcestershire CALC Area Secretary for South Herefordshire. During the lead up to Herefordshire's split from Worcestershire, and subsequent Unitary status, Lynda was pleased to be able to play a major part in setting up a Herefordshire CALC and delighted to become the first HALC County Officer in 2000. Over the next few years, Lynda has found it necessary to gradually decrease her work as a Clerk and now retains just one, in order to keep her feet firmly on the ground! At the same time, Lynda continues her lifelong involvement with the voluntary sector and is currently Chairman of Herefordshire Voluntary Action. In 2006, Lynda was appointed by NALC as Regional Development Officer for the West Midlands, a role which complements her work at HALC and completes her working circle of parish/county/region/national, for the benefit of HALC members.
Richard Gething is Chairman of HALC. Richard retired from the Army in 1993 having served for nearly 30 years and has been a Herefordshire Parish Councillor since 1994. He was elected as Vice Chairman of HALC on its formation in 2000 and has been Chairman since 2002. He currently represents HALC on The National Association's Council and is a member of its national Policy Committee. He also represents HALC on the Herefordshire Local Access Forum, of which he is currently Chairman and, as HALC Chairman, is a member of The Herefordshire Partnership Board. Richard is one of two Parish and Town Councillors appointed to the Herefordshire Standards Committee. He is married with two grown-up sons and is a grandfather and lives in rural Herefordshire.

The membership of each Area Meeting will always include all member councils within its area. Members are welcome to attend all meetings, generally held 4 times per year.
